You cannot add a Mail User or a Mail Contact to the Safe Senders list in Exchange 2007 by using OWA Client

SYMPTOMS

In Microsoft Exchange Server 2007 with Service Pack 1 (SP1), you cannot add a Mail User or a Mail Contact into the Safe Senders list by using Outlook Web Access (OWA). When you try to add a Mail User or Mail Contact, you receive the following error message:
The e-mail address for the sender (<mail address>) is internal to your organization and cannot be added to the Safe Senders list. E-mail from senders in your organization will never be treated as junk e-mail.

However, you can use Outlook to add the Mail User or the Mail Contact to the Safe Senders list. Additionally, if you add a Mail User or a Mail Contact to the Safe Senders list by using the Outlook client, you may see the same Safe Senders list in OWA. However, if you remove Mail User or Mail Contact, and then try to add Mail User or Mail Contact back to the Safe Senders list by using OWA, you receive this error message again.

RESOLUTION
