CAUSE

This issue may occur if you are running a Java application that uses an older version of the Java Runtime Environment (JRE) on Windows Vista. When you use an older version of JRE, Windows Vista will disable the Desktop Window Manager (DWM) that controls the transparent glass effect or other effects of the Aero theme. The DWM manages the desktop and the primary display settings in Windows Vista.

When an application that uses as an older version of the JRE tries to lock the primary display in order to apply its own display settings, the DWM is disabled. When the DWM is disabled, the Aero desktop theme effects are also disabled.
