This issue may occur if the disk is surprise removed.For example, this behavior may occur if you remove the disk without using the Safely Remove Hardware icon in the notification area to stop the disk first. This issue may occur even though the disk uses an interface that supports surprise removal, such as a universal serial bus (USB) interface or an IEEE 1394 interface.

Overview

Windows Vista is available in 36 languages. This includes 11 languages that are available in Windows XP only if you use a Windows XP Language Interface Pack. However, you cannot upgrade a Windows XP-based computer that is running one of these packs to a version of Windows Vista that uses one of the new languages. If you try to do this, the Upgrade option is not available. Instead, you must perform a custom installation of Windows Vista or a clean installation of Windows Vista.

This issue occurs if the operating system language in Windows XP does not match the language of the version of Windows Vista that you install. This issue affects the following language versions of Windows XP:

•	Bulgarian
•	Croatian
•	Estonian
•	Latvian
•	Lithuanian
•	Romanian
•	Serbian-Latin
•	Slovak
•	Slovenian
•	Thai
•	Ukrainian

Microsoft Windows XP Tablet PC Edition uses Windows XP Multilingual User Interface Pack (MUI) language packs to support a subset of languages. When you install Windows Vista on a computer that is running Windows XP Tablet PC Edition and a language pack, you cannot upgrade the computer to a version of Windows Vista that uses a non-English language. In this scenario, to install a version of Windows Vista that uses a non-English language, you must perform a custom Windows Vista installation or a clean Windows Vista installation. This issue affects the following language versions of Windows XP Tablet PC Edition:

•	Danish
•	Dutch
•	Finnish
•	Hungarian
•	Italian

Microsoft Windows XP Media Center Edition 2005 Update Rollup 2 supports additional languages. However, you cannot upgrade Windows XP Media Center Edition 2005 with Update Rollup 2 to the matching language version of Windows Vista. This issue occurs because the computer runs the English version of Windows Media Center Edition 2005 together with a language pack that provides localized strings. The operating system is in English even though the computer is running a localized language such as Spanish. Because the operating system is in English, you cannot upgrade to a non-English version of Windows Vista. This issue affects the following language versions of Windows Media Center Edition 2005:

•	Czech
•	Danish
•	Finnish
•	Norwegian (Bokmål)

Custom installation information

Although you may be unable to upgrade the computer to Windows Vista, you can perform a custom installation of Windows Vista. A custom installation helps preserve the data files from an earlier installation of Windows XP. Consider the following limitations when you perform a custom installation of Windows Vista:

•	You must reinstall all the programs after you install Windows Vista.
•	You cannot preserve Windows XP settings, such as Windows Media Center recording settings. In this scenario, you must reconfigure Windows Vista. This includes setting up Windows Media Center.
•	You must move personal files to an appropriate location in Windows Vista.
•	Windows Easy Transfer is unavailable. Windows Easy Transfer does not let you transfer files and settings between computers if a language difference exists.

Note Although this article describes how to manually restore personal files after you perform a custom installation of Windows Vista, you can also use a third-party backup program to back up the files from Windows XP and then restore them to Windows Vista. Before you do this, we recommend that you make sure that the backup program is compatible with Windows Vista. Also, we recommend that you become familiar with the process to back up and restore files. If you decide to use a third-party backup program to preserve personal files, you may want to also follow the steps in this article to create a second backup copy of the files.

Install Windows Vista

To perform a custom installation of Windows Vista, follow these steps:

1.	Insert the Windows Vista DVD, and then click Install now.
2.	Follow the steps in the installation program until you reach the Which type of installation do you want page. Notice that Upgrade is unavailable.
3.	Click Custom (advanced), click the partition on which you want to install Windows Vista, and then click Next.
4.	When you receive a message that states that the partition contains files from an earlier Windows installation and that these files will be moved to a folder that is named Windows.old, click Next. Then, follow the remaining steps to install Windows Vista.

Locate personal files

The Windows Vista installation program creates the Windows.old folder to store files from the Windows XP installation. To locate the Windows.old folder in Windows Vista, click Start, type drive: windows.old in the Start Search box, and then click Windows.old in the Programs list.

If you are prompted for an administrator password or confirmation, type the password or click Continue.

You must move personal files from their former folders to the corresponding folders in Windows Vista.

Important We recommend that you do not delete any files or folders until you verify that all the personal files have been successfully restored to Windows Vista.

Step 3: Insert the Windows Vista DVD into the DVD drive

How to troubleshoot the Upgrade has been disabled message

When you try to upgrade to Windows Vista, the Upgrade option may be unavailable. If this issue occurs, you receive the following message:

This issue may occur if one or more of the following conditions are true:

•	You cannot upgrade the operating system to Windows Vista. (Not every Windows operating system can be upgraded to Windows Vista.)
•	You did not start the computer by using the current operating system. Instead, you started the computer from the Windows Vista DVD. To resolve this issue, start the computer by using the current operating system. Then, run the Setup program.
•	The operating system is installed on a partition that uses the FAT32 file system. To resolve this issue, convert the file system on the partition to use the NTFS file system. Back up and remove folders that contain files for other operating systems

To successfully install Windows Vista, you must also remove any folders that contain files of other operating systems. If any important files are stored in these folders, back up the folders first. For example, back up the folders to a CD or to an external drive. Or, move the folders to another partition on the same physical drive. For example, move the folders from drive C to drive D.

The folder that contains an operating system’s files appears in the Boot.ini file. For example, in step 3, the folder that contains the files for Microsoft Windows 2000 is the WINDOWS folder.

Overview

Windows Vista uses a new format to display registry-based policy settings. These registry-based policy settings appear under Administrative Templates in the Group Policy Object Editor. In Windows Vista, these registry-based policy settings are defined by standards-based XML files that have an .admx file name extension. The .admx file format replaces the legacy .adm file format. The .adm file format uses a proprietary markup language.

In Windows Vista, Administrative Template files are divided into .admx files and language-specific .adml files that are available to Group Policy administrators. The changes that are implemented in Windows Vista let administrators configure the same set of policies by using two different languages. Administrators can configure policies by using the language-specific .adml files and the language-neutral .admx files.

Administrative Template file storage

In earlier operating systems, all the default Administrative Template files are added to the ADM folder of a Group Policy object (GPO) on a domain controller. The GPOs are stored in the SYSVOL folder. The SYSVOL folder is automatically replicated to other domain controllers in the same domain. A policy file uses approximately 2 megabytes (MB) of hard disk space. Because each domain controller stores a distinct version of a policy, replication traffic is increased.

Windows Vista uses a Central Store to store Administrative Template files. In Windows Vista, the ADM folder is not created in a GPO as in earlier versions of Windows. Therefore, domain controllers do not store or replicate redundant copies of .adm files.

Note If you use a client that is running an earlier version of Windows to modify a policy that is created or administered on a Windows Vista-based computer, the client creates the ADM folder and replicates the files. The Central Store

To take advantage of the benefits of .admx files, you must create a Central Store in the SYSVOL folder on a domain controller. The Central Store is a file location that is checked by the Group Policy tools. The Group Policy tools use any .admx files that are in the Central Store. The files that are in the Central Store are later replicated to all domain controllers in the domain.

To create a Central Store for .admx and .adml files, create a folder that is named PolicyDefinitions in the following location:

Note FQDN is a fully qualified domain name.

For example, to create a Central Store for the Test.Microsoft.com domain, create a PolicyDefinitions folder in the following location:

Copy all files from the PolicyDefinitions folder on a Windows Vista-based client computer to the PolicyDefinitions folder on the domain controller. The PolicyDefinitions folder on a Windows Vista-based computer resides in the same folder as Windows Vista. The PolicyDefinitions folder on the Windows Vista-based computer stores all .admx files and .adml files for all languages that are enabled on the client computer.

The .adml files on the Windows Vista-based computer are stored in a language-specific folder. For example, English (United States) .adml files are stored in a folder that is named en-US. Korean .adml files are stored in a folder that is named ko_KR. If .adml files for additional languages are required, you must copy the folder that contains the .adml files for that language to the Central Store. When you have copied all .admx and .adml files, the PolicyDefinitions folder on the domain controller should contain the .admx files and one or more folders that contain language-specific .adml files.

Note When you copy the .admx and .adml files from a Windows Vista-based computer, verify that the most recent updates to these files and to Windows Vista are installed. Also, make sure that the most recent Administrative Template files are replicated. This advice also applies to service packs if applicable.

Group Policy administration

Windows Vista does not include Administrative Templates that have an .adm extension. Additionally, earlier versions of Windows cannot use the new administrative format. Therefore, client computers that are running earlier versions of Windows cannot administer new policies that are included with Windows Vista. We recommend that you use computers that are running Windows Vista or later versions of Windows to perform Group Policy administration.

To resolve this problem, follow these steps:

1.	Open Registry Editor. To do this, click Start, type regedit in the Start Search box, and then click regedit.exe in the Programs list. If you are prompted for an administrator password or for confirmation, type the password, or click Allow.
2.	Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE SYSTEM CurrentControlSet Services i8042prt Parameters
3.	Double-click PollStatusIterations, and then type 1 for the value.
4.	Exit Registry Editor.
5.	Restart the computer.

This problem occurs only with certain combinations of applications and printer drivers. For example, this problem may occur when you print a graphics document in Adobe Photoshop in booklet mode by using a monochrome printer driver that supports Hewlett-Packard Graphics Language 2 (HPGL2).
